Education

Back to School Sales-Tax Holiday Provides for a sales tax holiday the weekend preceding the start of each school year where sales tax will be waived on school supplies, clothing, and computers intended to be used by a student.

Commonwealth Scholars Program This program awards one year scholarships to attend a Virginia public University to those students who graduate in the top five percent of their class from a Virginia public high school and pass the required Standards of Learning assessments.

In-State Tuition for Military Personnel Stationed in Virginia and Dependants Would entitle all active-duty military personnel stationed in Virginia, and their dependants, in-state tuition at Virginia higher education institutions.

Require 65% of each education dollar be spent in the classroom Require school districts to spend at least 65 cents of every K-12 education dollar in the classroom. This would result in an influx of education resources into the classroom, without a tax increase.

Transportation

Teleworking Tax Credit Provides income tax credit to businesses who allow their employees to work from home.

Transportation Dollars for Transportation A package of bills requiring that funds generated from transportation, such as auto-insurance premiums and license taxes, be used for transportation related projects, not unrelated other expenses.

Transportation Trust Fund A Constitutional Amendment locking up the transportation trust fund, preventing those funds from being used for non-transportation related purposes.

HOV Lanes Legislation to increase penalties for HOV (High Occupancy Vehicle) violations, and other legislation to preserve HOV lanes in Northern Virginia.

More Commuter Parking Provides an income tax deduction to owners of shopping centers and strip malls who have vacant and available parking spaces when they make those spaces available for use by commuters.

Lower Taxes and Budgetary Issues

The Keep Our Promise Act of 2006 Restores the program to completely phase out the car tax and eliminates all caps on that relief.

Reinstate Senior Tax Deduction Reinstates the $6,000 and $12,000 senior tax deduction for taxpayers aged 62 and older.

Spending Limits A constitutional amendment limiting the growth of state spending to the greater of five percent, or a percentage increase equal to the rate of inflation plus the rate of population increase. This will keep out-of-control state spending in check.

Real Estate Property Tax Cap Legislation that imposes a one percent plus inflation limit on the increase in property/home value assessments, and a one percent limit on increase in the property tax rate annually until the property is sold or significantly improved upon.

Truth in Taxation Notice A requirement that when local government sends homeowners property tax bills, in addition to the tax rate being levied and the tax assessed, would disclose the actual real increase or decrease in amounts being paid from prior year. This will show the percentage increase or decrease overall in what your tax assessment will be, irrespective of an increase/decrease in the rate or assessment.

Repeal Tax Increase on Home Purchases Will repeal the tax increase passed in 2004 making it more expensive for low-income families to purchase a home.

Property Tax Exemption for 100% Disabled Vets This bill will bring Virginia in line with other states that give 100% disabled veterans personal property tax and real estate tax exemptions.

Managing Growth

Impact Fees Would require developers to pay local government for the financial impacts of their new developments on schools, roads, and other public infrastructure.

Prohibit Political Contributions from Developers A bill to ban political contributions from developers to local elected officials. This bill will take the politics out of our development decisions and add more common sense.

Tax Impact and Infrastructure Requirement Studies Require property tax impact and infrastructure requirement studies before building permits are approved at the local level, so citizens and local government officials alike will be aware of the negative impacts new developments would have on local infrastructure.

Align Local Land Use Plans with State Transportation Planning Legislation that will require local governments to align development and land use planning state road building and transit plans to ensure that local jurisdictions don’t put development in places where no infrastructure is planned.

Homeland Security

Illegal Immigration Legislation which prohibits awarding state contracts to firms that hire illegal aliens.

Health Care

Small Business Pooling for Health Insurance would permit small businesses to pool together and negotiate health insurance rates as a single unit, and would require health insurance companies to view pools as a single unit, offering the pool similar rates to what they would offer other insured businesses of the size of the pool (in terms of employees/those insured), making health care more accessible to more people.

Tax Credit for Small Businesses that provide health insurance Legislation allowing businesses of 50 employees or less to be eligible for tax credit if they provide health insurance to their employees.

Budget Amendments


  • Additional state funds to widen Route 1 in eastern Prince William County.
  • Increased funding for Belmont Bay Science Center, Marine Corps Heritage Center and the Small Business Commission
  • Expanded Commuter Parking throughout the 52nd District
  • Funding to add a third lane to I-95 HOV Lanes
