Summary of 2008 Legislative Agenda

Transportation & Growth/Development

Teleworking Tax Credit: Provides income tax credit to businesses who allow their employees to work from home. (HB 1031)

Infrastructure before development: Gives local government the authority to deny new residential developments in their areas until it is determined that the local infrastructure, such as roads and schools, have the capacity to handle the projected increase in the population resulting from those developments.. (HB 1297)

Lowering Taxes

The Keep Our Promise Act of 2008: Restores the program to completely phase out the car tax and eliminates all caps on that relief. (HB 58)

Truth in Taxation in Real Estate Taxes: Requires local governments to vote separately on tax rates and the budget; also requires that real property tax notices include additional information, including how much of each tax bill goes towards certain categories of services, like public safety, schools, etc. (HB 1036)

Real Estate Property Tax Cap: RLegislation that imposes a one percent plus inflation limit on the increase in property/home value assessments, and a one percent limit on increase in the property tax rate annually until the property is sold or significantly improved upon. (HJ 19)

Supporting our Military

Extend Government Deadlines for Deployed Personnel: Allowing military service members an automatic extension of deadlines for local and state taxes, fees, etc. for 90 days if deployed outside of the Commonwealth. (HB 1024)

Property Tax Exemption for 100% Disabled Vets: This bill will bring Virginia in line with other states that give 100% disabled veterans personal property tax and real estate tax exemptions. (HJ 18)

Improving Education

Require 65% of each education dollar be spent in the classroom: Require school districts to spend at least 65 cents of every K-12 education dollar in the classroom. This would result in an influx of education resources into the classroom, without a tax increase. (HB 60)

Making Health Care more Affordable

Tax Credit for Small Businesses that provide health insurance: Legislation allowing businesses of 50 employees or less to be eligible for tax credit if they provide health insurance to their employees. (HB 59)

Fighting Illegal Immigration

Ending Virginia Sanctuary Localities: Prohibits state funding to Virginia counties, cities, or towns that provide sanctuary to illegal aliens. (HB 1026)

Crack down on businesses that hire illegal aliens: Provides for the loss of business and professional licenses, and fines for a business that knowingly hires illegal aliens. Also requires proof of legal presence upon application of a business or professional license. (HB 1298)

Governor to permit Virginia agencies to enforce immigration laws: Asks Governor to enter into agreement with the Immigration & Customs Enforcement so that the Department of State Police, Department of Corrections, and Department of Motor Vehicles can perform certain federal immigration law functions. (HJ 183)

Immunity for local government official enforcing immigration laws: Provides local government officials and employees immunity from torts when enforcing immigration law. (HB 51)

Protecting from Identity Theft

Security freezes on credit reports: Permits citizens to put a freeze on their credit should they feel that they are or will be the victim of identity fraud. (HB 1311)

Budget Amendments

  • Additional state funds to widen Route 1 in eastern Prince William County.

  • State funds for various transportation improvements around eastern Prince William County.

  • Increased funding for Belmont Bay Science Center, Marine Corps Heritage Center and eastern Prince William heritage and historical sites.

  • Expanded Commuter Parking at Horner Road facility.
